I have come across this initiative : https://peercommunityin.org/
The idea is that research communities create a thematic Peer Community In (for example there could be a NIME PCI) to which papers can be submitted, reviewed (possibly with multiple revisions) and recommended (e.g. the PCI explain why the paper is valuable to the community).
The whole process (paper, reviews, recommendation) is then made public on the website and the papers accessible as preprints which can then be submitted to conferences / journals.
I am not sure how this could fit in the NIME publication model, but I like this idea of having a transparent evaluation process.
