Unable to create a topic

Hi. I’m unable to create a topic. I get this error: “An error occurred: You are not permitted to view the requested resource.” What if anything can be done?

The question I was trying to ask is this one:
What is NIME’s policy regarding preprints? Is it permissible to submit a paper that has appeared in nascent form as a preprint, e.g. on arXiv or Zenodo?

FWIW I presented a paper at NIME 2015 in Baton Rouge.
